Mais cette libert\u00e9 s&#8217;accompagne d&#8217;une responsabilit\u00e9 \u00e9norme : assurer le maintien de la&nbsp;navigabilit\u00e9 continue&nbsp;de votre a\u00e9ronef. \u00c9tonnamment, de nombreux propri\u00e9taires d&#8217;a\u00e9ronefs priv\u00e9s ne r\u00e9alisent pas qu&#8217;ils d\u00e9tiennent la responsabilit\u00e9 ultime de se conformer \u00e0 toutes les r\u00e9glementations de maintenance, souvent complexes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les r\u00e8gles europ\u00e9ennes pour la maintenance des a\u00e9ronefs, connues sous le nom d&#8217;EASA Part-M&nbsp;et la plus r\u00e9cente&nbsp;Part-ML&nbsp;(Maintenance for Light Aircraft), sont en place pour garantir la s\u00e9curit\u00e9. Pour de nombreux propri\u00e9taires d&#8217;AG, la Part-ML est l&#8217;ensemble de r\u00e8gles le plus pertinent, mais elle est \u00e9galement une source significative de confusion et de malentendus. L&#8217;ignorance peut entra\u00eener des amendes, des Certificats d&#8217;Examen de Navigabilit\u00e9 (ARCs) non valides, ou pire, des conditions de vol dangereuses.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Qu&#8217;est-ce que l&#8217;EASA Part-ML et qui couvre-t-elle ?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">La&nbsp;Part-ML&nbsp;est la r\u00e9glementation simplifi\u00e9e et proportionn\u00e9e de l&#8217;EASA (Agence de l&#8217;Union Europ\u00e9enne pour la S\u00e9curit\u00e9 A\u00e9rienne) con\u00e7ue sp\u00e9cifiquement pour la gestion du maintien de la navigabilit\u00e9 continue des a\u00e9ronefs l\u00e9gers et non complexes. Elle a \u00e9t\u00e9 introduite pour r\u00e9duire la charge administrative sur l&#8217;Aviation G\u00e9n\u00e9rale, par rapport aux r\u00e8gles plus strictes de la Part-M.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La Part-ML s&#8217;applique g\u00e9n\u00e9ralement aux :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Avions avec une masse maximale au d\u00e9collage (<strong>MTOM<\/strong>) de&nbsp;<strong>2 730 kg ou moins<\/strong>.<\/li>\n\n\n\n<li>Giravions avec une MTOM de&nbsp;<strong>1 200 kg ou moins<\/strong>&nbsp;et certifi\u00e9s pour un maximum de 4 occupants.<\/li>\n\n\n\n<li>Autres a\u00e9ronefs&nbsp;<strong>ELA2<\/strong>&nbsp;(tels que les planeurs et les ballons).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">En bref : si vous poss\u00e9dez un&nbsp;Cirrus SR, un Cessna 172, un Piper Warrior&nbsp;ou un a\u00e9ronef d&#8217;AG populaire similaire pour un usage priv\u00e9, il y a de fortes chances que votre maintenance soit r\u00e9gie par la&nbsp;Part-ML.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Les Responsabilit\u00e9s Fondamentales du Propri\u00e9taire (ML.A.201)<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Le plus grand changement introduit par la Part-ML est l&#8217;accent clair mis sur la&nbsp;responsabilit\u00e9 ultime du propri\u00e9taire. De nombreux propri\u00e9taires supposent que l&#8217;organisme de maintenance contract\u00e9 (CAMO\/CAO) g\u00e8re tout, mais c&#8217;est une dangereuse id\u00e9e fausse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En tant que propri\u00e9taire, vous \u00eates l\u00e9galement tenu de :<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Avoir un Programme d&#8217;Entretien d&#8217;A\u00e9ronef (AMP) Valide :<\/strong>&nbsp;Vous devez vous assurer qu&#8217;un&nbsp;<strong>Aircraft Maintenance Programme (AMP)<\/strong>&nbsp;existe pour votre a\u00e9ronef sp\u00e9cifique et que ce programme est activement suivi.<\/li>\n\n\n\n<li><strong>D\u00e9clarer l&#8217;AMP :<\/strong>&nbsp;Dans de nombreux cas, si votre a\u00e9ronef Part-ML n&#8217;est pas utilis\u00e9 commercialement, vous, en tant que propri\u00e9taire, \u00eates autoris\u00e9 \u00e0&nbsp;<strong>&#8220;d\u00e9clarer&#8221;<\/strong>&nbsp;l&#8217;AMP vous-m\u00eame. Cela signifie que vous assumez l&#8217;enti\u00e8re responsabilit\u00e9 de son contenu et de sa conformit\u00e9. C&#8217;est une mesure de confiance massive de la part de l&#8217;EASA, mais elle exige une solide compr\u00e9hension des r\u00e8gles.<\/li>\n\n\n\n<li><strong>Se Conformer aux Consignes de Navigabilit\u00e9 (ADs) :<\/strong>&nbsp;Vous \u00eates responsable de l&#8217;ex\u00e9cution en temps voulu de toutes les&nbsp;<strong>Airworthiness Directives<\/strong>&nbsp;(Consignes de Navigabilit\u00e9) obligatoires.<\/li>\n\n\n\n<li><strong>Conserver les Dossiers de Maintenance :<\/strong>&nbsp;Chaque t\u00e2che de maintenance effectu\u00e9e, chaque r\u00e9paration ou modification doit \u00eatre document\u00e9e avec pr\u00e9cision et conserv\u00e9e dans les carnets de route, pr\u00eate pour l&#8217;examen annuel de navigabilit\u00e9.<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Nouvelle Flexibilit\u00e9 : L&#8217;Entretien Pilote-Propri\u00e9taire<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">L&#8217;une des flexibilit\u00e9s les plus appr\u00e9ci\u00e9es dans la Part-ML est la disposition relative \u00e0 l&#8217;Entretien Pilote-Propri\u00e9taire (POM). Cela permet au pilote-propri\u00e9taire (titulaire d&#8217;une licence de pilote valide) d&#8217;effectuer lui-m\u00eame un ensemble limit\u00e9 de t\u00e2ches de maintenance simples.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ce que vous devez savoir sur le POM :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Limit\u00e9 aux T\u00e2ches Non-Complexes :<\/strong>&nbsp;Cela inclut des t\u00e2ches simples telles que la v\u00e9rification du niveau des fluides ou le remplacement d&#8217;une ampoule, \u00e0 condition qu&#8217;elles suivent les instructions du fabricant.<\/li>\n\n\n\n<li><strong>La D\u00e9claration de Remise en Service est Obligatoire :<\/strong>&nbsp;M\u00eame apr\u00e8s avoir effectu\u00e9 le POM, vous devez correctement&nbsp;<strong>documenter et d\u00e9clarer<\/strong>&nbsp;le travail effectu\u00e9 (en utilisant un&nbsp;<strong>Certificate of Release to Service<\/strong>), y compris votre nom et votre num\u00e9ro de licence de pilote.<\/li>\n\n\n\n<li><strong>Doit \u00catre dans l&#8217;AMP :<\/strong>&nbsp;Les t\u00e2ches que vous \u00eates autoris\u00e9 \u00e0 effectuer en tant que POM doivent \u00eatre sp\u00e9cifiquement incluses dans l&#8217;<strong>AMP<\/strong>&nbsp;approuv\u00e9\/d\u00e9clar\u00e9 de votre a\u00e9ronef.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">L&#8217;Id\u00e9e Re\u00e7ue la Plus Dangereuse<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Le plus grand pi\u00e8ge dans la communaut\u00e9 de l&#8217;AG est de supposer que l'&#8221;inspection annuelle&#8221;&nbsp;est suffisante.
